President Emmerson Mnangagwa's commission of inquiry into Harare City Council (HCC) governance since 2017 commenced public hearings after receiving a warrant of search and seizure. The warrant, granted by Harare provincial magistrate Dennis Mangosi on June 13, allows the commission to access contracts of employment for all HCC employees. The commission, chaired by retired judge Justice Maphios Cheda, is investigating allegations of financial mismanagement within the city council.
