WhatsApp is developing an in-app dialer feature for direct calling without adding contacts.

WhatsApp is reportedly working on a new in-app dialer feature, allowing users to make calls directly from the app without needing to add contacts to their address book. A floating action button will enable access to the in-app dialer, and users can save the number as a new contact or add it to an existing contact card. A messaging shortcut is available within the dialer screen, allowing users to send messages to numbers they initially planned to call. The feature is currently available to some beta testers.
