Vietnamese guests included Deputy Minister of National Defence, Deputy Minister of Public Security, Deputy Minister of Foreign Affairs, and Vietnamese Ambassador to Cambodia. Cambodian Prime Minister Hun Manet expressed gratitude for the support that Vietnam provided during the struggle to liberate Cambodia from the Khmer Rouge regime. He also recalled how Cambodia aided Vietnam in its liberation, leading to national cohesion and growth.
