San Jose city officials are considering a $12 million settlement to avoid an August trial regarding claims that three police officers fabricated evidence, leading to a wrongful conviction of a man in 2003. Lionel Rubalcava was exonerated in 2019 after serving 17 years in prison for a crime he did not commit. The proposed settlement, if approved, would be the largest paid by the city in a police misconduct case.
