36-year-old Matthew Gerald Tomack Pelletier has been charged with second-degree murder for the fatal stabbing of 49-year-old Ricky Dwayne Mancheese in Winnipeg. The incident occurred near Mancheese's son's elementary school. Pelletier was arrested on Wednesday and is currently in custody.
