29-year-old Cuba, MO man, Shane Mullins, was charged with two felonies for sexually assaulting a child in Phelps County. Mullins was charged with child enticement of an actor who is 21 years old and a child under 15 years old. The Rolla Police Department (RPD) arrested Mullins after a juvenile witness reported a potential sexual assault of a 17-year-old victim on May 29th. Mullins is being held without bond at the Phelps County Jail.
