The council consists of 13 members and 5 coopted members, including the chief ministers of Punjab, Sindh, Khyber Pakhtunkhwa, and Balochistan. The NEC is a constitutional body mandated to review the country's economic situation, approve economic and financial policies, and ensure balanced development. Its role is to advise the federal and provincial governments on formulating plans for financial, commercial, social, and economic policies. The council also approves the annual development budget of the federal and four provincial governments.
