The U.S. Census Bureau failed to properly administer and monitor contract orders worth hundreds of millions of dollars for 2020 advertising to promote census participation, according to the Office of Inspector General. Bureau contracting officers did not ensure standards were followed to measure contractor performance and lacked supporting documentation for $363m in paid media invoices. As a result, taxpayer dollars may have been wasted on ineffective advertising.
