32-year-old Riley Blizard from Cotuit was arrested on Martha's Vineyard for allegedly operating a 43-foot boat under the influence of alcohol, which caused it to run aground on Chappaquiddick Island. Massachusetts State Police responded to the incident at 9:40 p.m. on Friday. Blizard failed field sobriety tests and was charged with operating a boat under the influence of liquor and negligent operation of a boat.
