The Independent Police Conduct Authority found a police officer justified in using pepper spray on an offender during a public disorder incident in Kaitaia, New Zealand. On 8 October 2022, three officers attempted to disperse a crowd of around 80 people outside the Awanui Hotel, with one officer using pepper spray on a group of five people who refused to leave.
