South Korea's National Assembly's first plenary meeting opened unilaterally without the ruling party as ruling and main opposition parties failed to reach an agreement on forming parliamentary standing committees, including the legislation and judiciary committee. Woo Won-shik of the main opposition Democratic Party was elected speaker in an unprecedented move, marking the first time in the country's history. The two parties will continue to negotiate until the legal deadline.
