11 Connecticut towns, including Norwalk and West Hartford, have not submitted their affordable housing plans to the state two years after a deadline mandated by a 2017 state law. The legislation requires municipalities to submit plans at least once every five years and publish them publicly online to address housing affordability issues. The Office of Policy and Management maintains the list of non-compliant towns.
