1-year-old child fatally struck by 45-year-old man, possibly under the influence, in Lynnwood driveway. The man, a roommate of the child's family, was arrested for vehicular homicide and booked into Snohomish County Jail. Preliminary tests indicate he was under the influence of depressants and marijuana at the time.
