The private sector had 12,120 leaks, a 58% increase, while the public sector, including gov't agencies and municipal governments, reported 1,159 cases, a tenfold increase. The rise was due to municipal governments' addition to reporting requirements and poor data management in both sectors. The official report will be released after government approval in early June.
