23-year-old man arrested twice in St. John's for drunk driving within 3 hours. First, at 1 a.m., police found him over the legal blood-alcohol limit and with open alcohol in his vehicle, impounding it. At 4 a.m., police received a disturbance call and found the same man driving a different vehicle to the scene. He was arrested again for impaired driving and charged with criminal harassment.
