Hopley, 58, who has a history of kidnapping and other crimes, disappeared for 10 days in November 2023 after leaving a halfway house in Vancouver and cutting off his electronic ankle monitoring bracelet. He later pleaded guilty to two counts of breaching his long-term supervision order and failing to appear.
