A West Virginia appeals court ruled that a termination letter involving a former top official at the state's now-defunct foster care and substance use support agency is public information. The court sided with a TV station denied access to the letter. Chief Judge Thomas E. Scarr stated that public interest in the firing of former Department of Health and Human Resources Deputy Secretary Jeremiah Samples outweighs privacy concerns.
