30% of criminals in Thames Valley are first-time offenders, prompting law reform charity JUSTICE to call for better access to mental health and addiction services to address the trend. In 2023, Thames Valley Police dealt with 3,349 first-time offenders, with 2,415 convicted. Across England and Wales, 63,700 first-time offenders were convicted, making up 22% of all criminals, significantly higher than 14% in 2013.
