Scientists have determined that El Niño did not contribute to East Africa's widespread floods this year, which killed hundreds of people. The flooding was caused by the Indian Ocean Dipole (IOD) climate system and exacerbated by climate change, making the event twice as likely and 5% more intense. The study urges governments in the region to improve infrastructure and protect ecosystems to mitigate the heightened risk of climate disasters.
