29-year-old Zachary T. Hay faces felony assault and bias crime charges for allegedly using a racial slur against a Black security officer, ordering his dog to attack, and injuring both the officer and a second white man in downtown Portland on May 12. Hay was arrested on May 20 and the Major Crimes Unit believes there may be an unidentified third victim. Anyone with information is asked to contact Detective Matthew Brown.
