Oil and gas trade groups filed a lawsuit against the US Interior Department and Bureau of Land Management (BLM) in the District of Wyoming, challenging the BLM's new Fluid Mineral Leases and Leasing Process rule. The plaintiffs claim the rule, which raises royalty rates and minimum bids, will deter federal oil and gas development, disproportionately affect small companies, and violate BLM's duty to promote oil and gas development. They ask the court to invalidate and vacate the rule.
