Workers removed dozens of apparent marijuana plants from a Wisconsin Capitol tulip garden. The plants sprouted outside the Capitol, and the state Department of Administration couldn't determine if they were marijuana or hemp, both forms of cannabis. Only marijuana has enough of the compound tetrahydrocannabinol (THC) to get people high. It's unclear how the plants ended up in the garden.
