The National Infrastructure Commission (NIC) warned that the decision to halt HS2 at Handsacre Junction, Staffordshire, will leave northern England with "critical gaps" in rail links and make them "not sustainable." Existing rail infrastructure is a constraint on future passenger and freight growth, and capacity and connectivity cannot be "materially improved" north of Birmingham without further investment, according to the commission's annual review.
