The think tank Reform Scotland, which published the paper, claims the Scottish Parliament is caught in a "complex web of political polarisation and institutional stagnation". The recommendations also include a working group to assess whether Scotland needs more than its current 129 MSPs, reflecting increased powers and workloads since 1999.
