7-year-old William Brown died after being hit by two vehicles while retrieving his football in Folkestone, Kent. A van driver, Stewart Powell, 49, has been charged with failing to stop following a collision and driving without insurance. The incident occurred on A259 Sandgate Esplanade on December 6. Powell is set to appear before Folkestone Magistrates' Court on May 24.
