Portland, Oregon's City Council approved new homeless camping rules, allowing authorities to fine or imprison homeless individuals who camp on public property and reject offers of shelter. Penalties also apply for blocking sidewalks, using gas heaters, starting fires, or having belongings outside of tents when shelter is unavailable. The new law, taking effect immediately, is a part of Mayor Ted Wheeler's efforts to manage public spaces effectively.
