Ombudsman confirms graft charges against former top officials of Procurement Service of the Department of Budget and Management in connection with the Pharmally procurement scandal involving P11.5 billion. The charges include three counts each of violation of the Republic Act 3019 or the Anti-Graft and Corrupt Practices Act. The Ombudsman found no merit in the argument that the awarding of supply contracts to Pharmally Pharmaceutical Corp. was done in good faith, as the company lacked business operations and was under financial losses prior to the awarding of contracts.
