Puerto Rico's Governor Pedro Pierluisi declares a state of emergency due to heavy rains, widespread flooding, and landslides affecting the US territory. Over 10 inches of rain fell in two days, causing streets to turn into rivers & numerous rivers to overflow. The National Guard is activated to assist 22 of 78 affected municipalities, and crops across the island have been destroyed.
