Topeka police arrested Terrell D. Hayes-Osby, 34, for attempted capital murder of a law enforcement officer and unlawfully tampering with electronic monitoring equipment. Hayes-Osby allegedly shot at police on April 20 and was arrested after a TPD investigation into a theft at gunpoint. Additional charges include aggravated burglary, aggravated assault, criminal possession of a weapon.
