The head of Halifax Port Authority, Allan Gray, has suggested that increasing cargo scanners to detect stolen vehicles may not effectively address rising car theft in Canada. Gray stated that few shipping containers are currently scanned prior to export, and falsified paperwork makes it difficult to establish whether a car is stolen or not. Gray proposed alternative solutions, such as streamlining security clearance for port workers to prevent criminals from obtaining jobs at Canadian ports.
