2nd in-custody death at Clermont County jail in 3 months under investigation by Ohio Bureau of Criminal Investigation. Jessica Jean Windsor, 33, found unresponsive in her cell, died at hospital after attempts to revive. No injuries or foul play suspected; Windsor was held on charges related to fentanyl, resisting arrest, and drug abuse instruments. BCI completed Thornton's investigation, referred to prosecutor's office.
