US intelligence agencies, including the CIA, believe Russian President Vladimir Putin did not personally order the killing of opposition leader Alexei Navalny in an Arctic prison camp in February. Although the agencies acknowledge Putin's responsibility for Navalny's death, they speculate that the timing might not have been intentional.
