The community supported plans to transform the venue into a village hub featuring a shop and café. West Oxfordshire District Council previously blocked the plans in 2022. The Planning Inspectorate cited conflicts with council policies on respecting village character and local distinctiveness, and enhancing the conservation of historically significant buildings.
