Kansas will not legalize medical marijuana or expand its Medicaid program in the coming year, as Republican State Senators blocked efforts to debate the subjects before the GOP-controlled Legislature adjourns for the year. Both proposals have faced strong opposition, with backers arguing that they have popular support and have been thwarted for over a decade. All but 12 states have legalized medical marijuana, and all but 10 have expanded Medicaid in line with the Affordable Care Act.
