Police Ombudsman criticizes Police Service of Northern Ireland (PSNI) for missing opportunities to identify and warn murder victim Jim Donegan about a dissident republican threat before he was killed in December 2018. The PSNI received intelligence in June 2018 that dissident republicans planned to shoot an unnamed man believed to be involved in the sale of illegal drugs, but failed to link Donegan to the threat and warn him. The Ombudsman welcomed the PSNI's acceptance of the recommendation for additional training for intelligence officers to prevent future incidents.
