33-year-old Jared Michael Billard was shot and killed by a Colchester officer, after police responded to a disturbance report and found Billard with a pump-action shotgun, according to the Office of Inspector General's preliminary report. The incident occurred around 6:15 p.m. at 759 Norwich Ave., when a tenant reported Billard's erratic behavior. Body camera footage from the responding officers was provided.
