Theodore "Ted" J. Stegeman, owner of Hazelwood's Industrial Steel Fabrication LLC, admitted to contract fraud in federal court for falsely claiming bridge components manufactured by his company passed mandated safety tests for a Mississippi River lock and dam repair project. Stegeman is CEO of the subcontractor hired to fabricate and weld cover plates (flanges) for all 17 bridge spans, which are under ultrasonic testing to identify any defects.
