Quebec study reveals lower high school graduation and employment rates among youth in care.
Quebec study finds youth in care have lower high school graduation rates and employment rates. 37% of youth in care graduate by age 21, compared to 86% of all Quebecers. One-third of 21-year-olds who had been in care were not employed, in school, or in a training program, compared to less than 10% of all Quebecers. The study suggests unstable living environments, such as changing placements within youth protection, make it difficult for young people to maintain employment.
