New York State's budget agreement includes measures to expand alcohol access, allowing movie theaters to sell liquor and continuing to permit takeout cocktails from bars and restaurants. The measures, passed by the state Assembly, will permit individuals to purchase one alcoholic beverage per transaction, with theaters able to sell alcohol until the last showing of the day. The to-go cocktail rule, initially set to expire next year, will now be extended for an additional five years.
