Chula Vista Assistant Police Chief Phil Collum, a 29-year veteran and trailblazer in the department, has died after a battle with cancer. Collum was the first African American police lieutenant (2009), captain (2018), and assistant chief (2022) in the Chula Vista Police Department. His memorial service will be held on April 20, and a scholarship fund in his memory supports orphaned and abandoned children in Baja, Mexico.
