Texas Attorney General Ken Paxton has filed a lawsuit against Harris County, alleging that its guaranteed income program violates the Texas Constitution. The "Uplift Harris" program, which provides $500 monthly cash payments to 1,928 low-income households for 18 months, is funded by $20.5 million from the American Rescue Plan Act. Paxton claims that the program "redistributes public money in a manner that violates the Texas Constitution."
