The NYPD debuts a new parking enforcement tool called "windshield boots" or "Barnacle Device" that immobilizes vehicles violating parking rules. The 17-pound device sticks to the windshield with industrial-grade suction cups providing 1,000 pounds of force, and can only be removed once the associated fines are paid. The NYPD aims to reduce parking congestion and address cars that pose a nuisance or hazard to the community.
