New York City has agreed to pay $28.75 million to settle a civil rights lawsuit filed by the family of Nicholas Feliciano, an 18-year-old inmate who suffered severe brain damage during a suicide attempt at Rikers Island in 2019. If approved by a judge, the settlement will be among the largest pretrial settlements ever awarded to a single plaintiff in a civil rights case in the city.
