India Ratings and Research (Ind-Ra) predicts a neutral outlook for Indian states' finances in FY25, with states' aggregate revenue deficit projected at 0.4% of GDP, down from 0.5% in FY24. The agency also expects the aggregate fiscal deficit to decrease to 3.1% of GDP. Containment of revenue deficits provides greater fiscal flexibility to states, enabling them to sustain focus on capital expenditure projects.
