24-year-old Morgan Faith Fowler from Roseburg was arrested for animal abuse after her malnourished horse, Ace, was euthanized due to severe neglect. Fowler surrendered the horse after a tip, but despite medical attention and rehabilitation efforts, its condition deteriorated. The Douglas County Sheriff's Office is continuing its investigation and working with the District Attorney's Office.
