The Port of San Diego, along with San Diego County, cities of San Diego and Imperial Beach, declared a local emergency due to the ongoing Tijuana River Valley pollution crisis. Over 100 billion gallons of untreated sewage, toxic chemicals, trash, sediment, and pollutants have flowed into the Tijuana River Valley and the Pacific Ocean, causing beach closures and public health issues. The South Bay International Wastewater Treatment Plant, operated by the U.S. International Boundary and Water Commission, requires funding for improvements and expansion to address the crisis effectively.
