28-year-old Jonatan Luna-Carrasco of North Chicago has been arrested for the February kidnapping of a Wisconsin woman. Luna-Carrasco allegedly lied about a flat tire to abduct the woman after she and her friend left a nightclub in Waukegan, Illinois. The Lake County Sheriff's Office believes Luna-Carrasco may have committed similar acts in the past and is asking anyone with information to contact the department.
