2019-2020 Caltrain officials charged with felony misuse of public funds for building apartments at Burlingame and Millbrae stations.

Former Caltrain deputy director Joseph Vincent Navarro and contractor Seth Andrew Worden have been charged with felony misuse of public funds for allegedly using taxpayer money to build small apartments within two train stations. Between 2019 and 2020, Navarro approved $42,000 for building expenses to transform an office into a living space at Burlingame station, while Worden used $8,000 in public funds for a similar conversion at Millbrae station. Both individuals have been charged, and Caltrain is taking steps to hold them accountable for their actions.
