Victorian Premier Jacinta Allan announces plans to introduce a tobacco retailer and wholesale licensing scheme in response to an illicit tobacco trade linked to a spate of fire bombings. The licensing scheme, to be introduced by the end of the year, aims to combat the unregulated tobacco industry estimated to be worth tens of millions of dollars. Victoria is currently the only Australian state without such a scheme.
