Kremlin urges Telegram owner Durov to be more vigilant after app allegedly aided ISIS-K concert hall attack recruitment.

The Kremlin has told Telegram owner Pavel Durov to be more attentive after the messaging app was allegedly used to help recruit gunmen who attacked a concert hall outside Moscow. Telegram, founded by Durov and now based in Dubai, was reportedly used by the Islamic State Khorasan (ISIS-K) group to recruit the attackers. The Kremlin's spokesman Dmitry Peskov said there are currently no plans to block the messaging app, but urged Durov to be more vigilant.
